ARTS, CULTURE
& NATIONAL HERITAGE
The Distributing
Agency for Arts, Culture and National Heritage, established in terms of the
Lotteries Act (No. 57 of 1997), is ready to consider applications for funding
from the proceeds of the National Lottery. To facilitate the adjudicating
process, a specific qualifying criterion is being advertised for each of the
following sub-sectors: Arts, Heritage (Cultural and
Natural), Environment & Film.
Applications for projects that will begin in 2006 will
be considered if they include the following documents:
1.
FORM 03/1, duly
completed and signed;
2.
Project Summary, in the suggested format and not
more than ONE PAGE;
3.
Project Business Plan/Proposal with a costed
BUDGET and supporting documentation;
4.
Founding documents e.g. Constitution, Articles of
Association or Trust Deed;
5.
Signed Audited Financial Statements for the most
recent two years prepared by a firm of auditors registered with Public
Accountant and Auditors Board (PAAB)
6.
A copy of the South African Registration
Certificate.
PLEASE NOTE: Only one application per organisation will be
accepted. Organisations with multiple projects must ensure that only ONE
application is submitted clearly identifying all the different projects.
Registered Organisations that are not in a position to meet
the above requirements of audited financial statements for the two most recent
years are requested to apply in partnership with established organisations.
There should be a signed agreement between the two parties and all documentation
should be in the name of the organisation that can submit all the required
information. All the organisations have to be registered organisations as
not-for-gain. See Partnership Guidelines.
The NLDTF does not fund profit-making organisations like
Close Corporations and Pty (Ltd). Partnership arrangements between non-profit
organisations and Close Corporation’s / Pty (Ltd) is also not permitted.
Applications from previously funded organisations will
ONLY be considered once the Final Report on previously funded projects has
been received.
Applications for multi-year projects should not be for more than 2 years.
The Distributing Agency will consider applications in each of the
above sub-sectors from organisations engaged in specific activities, as detailed
below:
1. MAJOR PROJECTS
Funding will be
made available for major projects of National significance in the areas of Arts,
Heritage (Cultural and Natural) and Indigenous Knowledge and Environment
including, but not limited to, tours, exhibitions, infrastructure development,
capacity development, restoration and also for the acquisition of South African
works for the long-term benefit of all South Africans.
2. RURAL
GRANTS
Projects are sought from rural areas, with priority given to
Eastern Cape, Free State, KwaZulu Natal, Limpopo, Mpumalanga, Northern Cape and
North West. These projects should be designed to serve the community by
developing activities in the areas of Arts, Heritage (Cultural and Natural) and
Indigenous Knowledge and Environment in under served communities.
3. ARTS
3.1. Creative
Development Grants
Focus will be on
artists across all genres in order to encourage the development and production
of new, original work with a strong South African flavour, including but not
limited to composers, choreographers, poets, writers, etc.
3.2. Festivals
Applications are
invited from the festival organisers who can demonstrate existing support and
partnership within their community (local government, corporate sector, artistic
community and public).
3.3. Film
Production and Distribution
Funding will be
made available to organisations involved in:
·
The
production of Feature Films, Short Films and Documentaries with a strong South
African element, to ensure quality and to strengthen the talent base in South
Africa; and
·
Capacity development for Training and Script Development.
3.4. Public Art
Priority will be
given to projects linked to urban renewal.
4. HERITAGE
Priority will be given to organisations that submit proposals
focussing on the following areas:
·
Architectural,
archaeological and living heritage conservation and preservation;
·
Indigenous
Knowledge Systems;
·
Historical and
cultural research, surveys and mapping; and
·
Development of
Heritage sites.
5. ENVIRONMENT
In order to
access funding, organisations should be involved in one or more of the following
focus areas:
·
Biodiversity conservation and eco-tourism development
·
Anti-Pollution, anti-degradation, waste management and clean-up operations;
·
Temporary relief from disasters and the prevention of erosion of the
environment;
·
Regeneration, rehabilitation and sustainable management of affected
environments;
·
Establishment of local recreational public spaces and greening projects;
·
Planting of indigenous plants and trees;
·
Youth environmental education and programmes; and
·
Youth activities
that encourage partnerships.
Application for National
Lottery Funding
Applications for funding are invited from historical, natural,
cultural and architectural heritage organisations, CBOs, NGOs, Parastatal
Bodies, Educational Institutions, Metropolitan Authorities, Local Authorities,
associations or juristic persons. NB: NLDTF does not fund CC’s and Pty (Ltd).
Preference will be given to projects that will promote the
following areas of transformation:

Equity and redress of
historic imbalances;
-
Nation building;
-
Job creation;
-
Capacity building & Skills
transfer; and
-
Creation of partnerships
and opportunities for disadvantaged communities.
NOTE:

Late and/or incomplete applications will not be accepted.
·
Faxed/electronic applications will not be considered
·
In terms of clause 5 of Regulation Gazette No. 21696 dated 27 October 2000, only
organisations registered as not-for-profit organisations may be considered for
funding.
·
Organisations/Institutions applying must be registered in South Africa.

CHARITIES SECTOR

Development of under-developed
social service organisations and groups.
b)
Literacy and numeracy programmes
(ABET).
c)
Organisations supporting or
assisting school-going children in underprivileged communities.
d)
Community and residential
programmes for children; the youth; women; families; the chronically/terminally
ill; older persons, people with disabilities, drug, crime prevention and
rehabilitation programmes; and HIV/AIDS prevention and treatment programmes.
e)
Projects aimed at meeting the
basic needs of a community.
Preference will be given to applications for areas that are
under-resourced and under-served.
Applications will be considered from
registered
non-profit charitable organisations
that can supply
signed audited
financial statements
for the
two most recent years.
Applications from organisations of an entrepreneurial nature or a
business enterprise will not be considered.
Organisations that are not registered or do not have the required
2 years’ audited financial statements should seek assistance from, and enter
into a
partnership
with, a registered organisation.

CATEGORY
The Distributing Agency for Sport and Recreation, established
in terms of the Lotteries Act (No.57 of 1997), is in a position to consider
applications for funding from the proceeds of the National Lottery in the Sport
and Recreation Sector.
Applications are invited from all sport organisations,
federations, clubs, schools, municipalities, tertiary institutions and sport
councils. The aforementioned bodies can apply for funding as identified below:
MACRO BODIES can apply for:
·
Delivery and
presentation of National teams to the Commonwealth Games, South African Games,
Zone IV Games and others.
·
Hosting of major
international events.
NATIONAL FEDERATIONS can
apply for:
·
Capacity Building
for the following:
Four year plans for High Performance, including talent
identification.
Training of
technical officials, coaches, and administrators.
·
Hosting of major
International Events.
·
Upgrading of
sports facilities.
PROVINCIAL AND REGIONAL FEDERATIONS AND SPORT COUNCILS
can apply for:
·
Equipment for
their affiliates.
·
Generic training
courses in line with Provincial Academies and National Federations priorities.
·
Upgrading of
sport facilities
PROVINCIAL ACADEMIES OF SPORT
can apply for:
·
Capacity Building
·
Generic Training
Courses
·
Funding as per
blueprint guideline of Provincial Academies of Sport.
·
Equipment on
behalf of Organisations that do not have two years’ audited Financial
Statements.
MUNICIPALITIES can apply
for:
·
Upgrading of
facilities.
Applications should be part of an Integrated Development Plan and should be
accompanied by a Council Resolution approving the upgrading of the sport
facilities together with a commitment to maintain the facilities. Municipalities
to include with their applications support from Provincial Sport Structures.
SCHOOLS FROM PREVIOUSLY
DISADVANTAGD COMMUNITIES can apply for:

Sport facilities
- new, basic and upgrading
·
Sport equipment.
TERTIARY INSTITUTIONS can
apply for:
·
Upgrading of
existing sport facilities, where such facilities will have unhindered access.
·
Sport research
and science
CLUBS can apply for:
·
Sport equipment
and apparel (playing kit) excluding tracksuits.
ALL
APPLICATIONS MUST INCLUDE THE FOLLOWING:
1.
Form 03/1 completed in full
2.
Constitution or founding documents of the
applicant
3.
Audited Financial Statements for the past two
years that include an audit report by a certificated auditor/audit firm.
4.
Business plan and Budget.
5.
Proof of recognition from:

Relevant
Federations and SA Sport Commission
·
Municipalities to
obtain a letter of support from the relevant Provincial Sport Structure.
·
Relevant
authority (chief or tribal authority, affidavit from police station).
6. The Agency reserves the
right not to make grants.
Failure to comply with the requirements will jeopardise your
application for funding.

SPORT AND RECREATION CATEGORY
The Distributing Agency for Sport and Recreation, established
in terms of the Lotteries Act (No.57 of 1997), is in a position to consider
applications for funding from the proceeds of the National Lottery.
Only the following identified organisations and/or federations should submit
their applications as follows:
1. Capacity
Building Programs
a)
Provincial Academies of Sport: for
basic/generic courses with the National Federations assisting to identify the
needs.
b)
National Federations in partnership
with the Tertiary Institutions. The Tertiary Institutions should serve as
service providers. The application should be accompanied by a comprehensive
four-year Business Plan covering all levels of development.
c)
Provincial Sports
Councils/Provincial Federations in conjunction with Provincial Academies of
Sport.
2. Infrastructure
Development For Existing Sports Facilities
a)
National and Provincial Federations
upgrading their facilities. Where ownership of the facility rests with the
Municipality, the parties should submit a Memorandum of Understanding and a
Council resolution approving the upgrading of the sports facility.
b)
Municipalities. Applications should
be part of an Integrated Development Plan and should be accompanied by a Council
Resolution approving the upgrading of the sports facilities together with a
commitment to maintain the facilities.
c)
Educational Institutions that have
ties with the National and Provincial Federations for Capacity Building
Programmes.
3. Sports
Equipment for Existing Sports Facilities and/or Clubs
a)
National Federations to apply on
behalf of their affiliates.
b)
Colleges, Schools, Clubs, Youth
Organisations and other sports bodies may apply through Provincial Academies of
Sport, Provincial Sports Councils or Sports Trusts.
4. Major Events
a)
Only Macro-bodies should apply in
this category for Team Preparation and Team Delivery.
b)
National Federations can also apply
for hosting major events provided approval has been sought from the relevant
authorities.
All applications must include the following:
1.

2.
Constitution or founding documents
of the applicant
3.
Audited Financial Statements for the
past two years that include an audit report by a certified auditor/audit firm
4.
Business plan and Budget.

The vision of this Distributing
Agency is “to make a contribution to building a Nation that values, preserves
and conserves its natural, cultural and artistic heritage, both traditional and
the contemporary, for present and future generations.”
Applications for projects that will begin in
2005
will be considered if they include the
following documents:
1.
FORM 03/1, duly completed and signed;
2.
Project Summary, in the suggested format and not
more than ONE PAGE;
3.
Project Business Plan with BUDGET and supporting

NATIONAL LOTTERY DISTRIBUTION TRUST FUND
The Distributing Agency for Charities,
established in terms of the Lotteries Act (No. 57 of 1997), is once again in the
position to consider applications for funding from the proceeds of the National
Lottery.
In adjudicating applications received by
the advertised deadline, the Distributing Agency will focus on the following
areas:
a)
Capacity-building and development of under-developed organisations,
communities and groups.
b)
Literacy and numeracy programmes (ABET).
c)
Organisations supporting or assisting school-going children from
underprivileged communities.
d)
Community and residential programmes for children; the youth; women; the aged;
families; the disabled; the chronically/ terminally ill; drug and crime prevention and
rehabilitation programmes; and HIV/AIDS prevention and treatment programmes.
e)
Rural and informal settlement projects aimed at meeting the basic needs
of the community.
Preference will be given to applications
for areas that are under-resourced and under-served.
Applications will be considered from
registered non-profit organisations that have 2 consecutive years’ signed
audited financial statements.
However, those who are not registered or
do not have 2 years’ audited financial statements should seek assistance from,
and enter into partnership with, a registered organisation.
NOTE: All applicants wishing to apply
must use FORM 03/1 and the 2004 Guidelines.

NATIONAL LOTTERY DISTRIBUTION TRUST FUND
(NLDTF)
SPORT AND RECREATION CATEGORY
The Distributing Agency for Sport and Recreation, established in terms of the Lotteries Act (No. 57 of 1997), is ready to consider further applications for funding from the proceeds of the National Lottery.
1. The Distributing Agency will focus on the following priority areas:
a. Sports equipment for existing sports facilities and/or clubs.
b. Upgrading and/or renovation of existing sports facilities – indoor and outdoor stadiums and grounds.
c. Capacity building in sport i.e. training of managers, coaches, administrators, technical officials.
2. Who may apply for funding
National, regional and local sporting organisations, as well as tertiary institutions, that are currently involved, or who plan to involve themselves, in any of the priority areas (a–c) above may apply for funding if they can demonstrate the capacity to deliver.
Applications will receive special consideration where they will benefit:
· People in rural areas.
· Groups such as women, the youth, people with disabilities, etc.
3. Application for National Lottery funding
All applications must include the following:
1. Form 03/1, completed in full;
2. A description of the project, together with all supporting documentation;
3. Constitution, Articles of Association, Trust Deed or Founding Document;
4. Audited Financial Statements for the past two years; and
5. Registration Certificate.
6. If the request is for Capacity Building, equipment or the upgrading of existing facilities, a letter of endorsement from your National Federation or Provincial Department of Sports must be included.
It is regretted that no electronic applications, faxed applications or incomplete applications will be processed at this stage.
Applicants are further advised that all applications will be considered on a first-come first-served basis.

NATIONAL LOTTERY DISTRIBUTION TRUST FUND
ARTS, CULTURE & NATIONAL HERITAGE
The Distributing Agency for Arts, Culture and National Heritage, established in terms of the Lotteries Act (No. 57 of 1997), is ready to consider applications for funding from the proceeds of the National Lottery. To facilitate the adjudicating process, specific qualifying criteria is being advertised for each of the following sub-sectors:
Arts
Heritage (Cultural and Natural)
Environment
The vision of this Distributing Agency is “to make a contribution to building a Nation that values, preserves and conserves its natural, cultural and artistic heritage, both traditional and the contemporary, for present and future generations.”
Applications for projects that will begin in 2004 will be considered if they include the following:
1. FORM 03/1, duly completed and signed;
2. Project Summary, in the suggested format and not more than one page;
3. Project Business Plan with supporting documentation;
4. Constitution, Articles of Association, Trust Deed or Founding Document;
5. Audited Financial Statements for the past TWO years; and
6. Registration Certificate.
It is regretted that no electronic applications, faxed applications or incomplete applications will be processed at this stage.
Applications for multi-year projects are also encouraged.
The Agency will consider applications in each of the above sub-sectors from organisations engaged in specific activities, as detailed below:
MAJOR PROJECTS
Funding will be made available for major projects of national significance in the areas of Arts, Heritage (Cultural and Natural) and Indigenous Knowledge and Environment including, but not limited to, tours, exhibitions, infrastructure development, capacity development, restoration and also for the acquisition of South African works for the long-term benefit of all South Africans.
RURAL GRANTS
Projects are sought from rural areas, with priority given to Eastern Cape, Free State, KwaZulu Natal, Limpopo, Mpumalanga, Northern Cape and North West. These projects should be designed to serve the community by developing activities in the areas of Arts, Heritage (Cultural and Natural) and Indigenous Knowledge and Environment in under served communities.
ARTS
Creative Development Grants
Focus will be on artists across all genres in order to encourage the development and production of new, original work with a strong South African flavour, including but not limited to composers, choreographers, poets, writers, etc.
Festivals
Applications are invited from the festival organisers who can demonstrate existing support and partnership within their community (local government, corporate sector, artistic community and public).
Film Production and Distribution
Funding will be made available to organisations involved in:
The production of Feature Films, Short Films and Documentaries with a strong South African element, to ensure quality and to strengthen the talent base in South Africa; and
Capacity development for Training and Script Development.
Public Art
Priority will be given to projects linked to urban renewal.
HERITAGE
Priority will be given to organisations that submit business plans/project proposals focussing on the following areas:
Architectural, archaeological and living heritage conservation and preservation;
Indigenous knowledge systems;
Historical and cultural research, surveys and mapping; and
Development of Heritage sites.
ENVIRONMENT
In order to access funding, organisations should preferably be involved in one or more of the following focus areas:
Biodiversity conservation and eco-tourism development
Anti-Pollution, anti-degradation, waste management and cleanup operations;
Temporary relief from disasters and the prevention of erosion of the environment;
Regeneration, rehabilitation and sustainable management of affected environments;
Establishment of local recreational public spaces and greening projects;
Planting of indigenous plants and trees;
Youth environmental education and programmes; and
Youth activities that encourage partnerships.
Application for National Lottery Funding
Applications for funding are invited from historical, natural, cultural and architectural heritage organisations, CBOs, NGOs, Parastatals, Educational Institutions, Metropolitan Authorities, Local Authorities, associations or juristic persons.
Preference will be given to projects that will promote the following areas of transformation:
Equity and redress of historic imbalances;
Nation building;
Job creation;
Skills transfer; and
Creation of partnerships and opportunities for disadvantaged communities.
Further, in terms of clause 5 of Regulation Gazette No. 21696 dated 27 October 2000, a juristic person applying for a grant in terms of section 30 of the Lotteries Act shall –
“state that its income and property are not distributable to its members, employees or managers, except as reasonable compensation for services rendered;”.
Organisations that meet the criteria as set out above, are invited to request the prescribed application FORM (03/1) from:

CHARITIES SECTOR
The Distributing Agency for Charities, established in terms of the Lotteries Act (No. 57 of 1997), is once again in a position to consider applications for funding from the proceeds of the National Lottery.
In adjudicating applications received by the advertised deadlines, the Distributing Agency will focus on the following areas of activity:
a) Capacity building of organisations and communities which may involve training; education, advocacy and lobbying; and development
b) Poverty alleviation
c) Community and residential programmes for children; the youth; women; families; older persons; persons with disabilities; people affected/infected by HIV/AIDS; the chronically/ terminally ill; drug abusers and persons in conflict with the law.
Preference will be given to applications for areas that are under-resourced and under-served.
In order to ensure that organisations without registration or audited financial statements gain equal access to lottery funding, registered organisations are requested to assist these organisations with their applications and enter into a formal working agreement with them.
Organisations wishing to apply should obtain the NEW application form (FORM 03/1) and Guidelines from:

Due to the large number of applications expected, and the need to timeously process and give due consideration to the adjudication of each application, it is regretted that late and/or incomplete applications will NOT be processed. The NLDTF is currently not in a position to accept electronic applications.
