Our board members
Current members of the National Lotteries Board (NLB) took office in December 2009. The board is chaired by Professor Ntshengedzeni Alfred Nevhutanda and consists of the individuals listed below.
Chairperson
Prof Ntshengedzeni Alfred Nevhutanda has an interesting and varied career that has spanned academic life, politics and business. Until 1999, academic and educational pursuits dominated his life. These went hand in hand with his love of music and his involvement in cultural, civic and political organisations. Between 1999 and 2004, Prof Nevhutanda served a term as a member of the Limpopo Legislature, and later acted as a strategic advisor to the Minister of Transport and MECs in this sector. His experience on statutory bodies has included chairing the Limpopo Operating Licensing Board and serving on the Arts, Culture and National Heritage Distributing Agency of the NLDTF. Prof Nevhutanda's business interests are in the coal mining and transport industries. He holds two doctorates - in education and music education - and is working towards a third, in transport management. His areas of particular expertise are human resource development, economic development, transport and logistics, and strategic management. Limpopo born and bred, he feels a particular responsibility for reducing the socio-economic gap between rural and urban South Africa.
Members
Ms Ndileka P Loyilane, who hails from the Eastern Cape, is a member of the Commission on Gender Equality and has a passionate interest in the human rights of people with disabilities. Although her first degree was in commerce, her later academic activity led to an MPhil in disability studies. She has worked for or served on the management boards of a range of organisations dedicated to the development of people with disabilities.
Ms Mathukana Mokoka is a chartered accountant with extensive experience in large corporations and the consulting environment. She is a member of African Women Chartered Accountants which aims to promote the advancement of African women in the accounting profession.
Ms Zodwa Ntuli is a member of the Board as the nominee of the Minister of Trade and Industry. Ms Ntuli studied law at the University of Pretoria and has previously worked for the Road Accident Fund, Centre for Human Rights at the University of Pretoria, Competition Commission of South Africa and South African Airways. She held executive positions at the Competition Commission as Divisional Manager: Compliance and at South African Airways as Executive Manager and Competition Law Advisor. She is currently the Deputy Director-General in the Department of Trade and Industry responsible for Consumer and Corporate Regulation, which covers policy and legislation for the regulation of, inter alia, companies, intellectual property, consumer and credit, gambling, liquor, as well as lottery.
Prof Govin Reddy is a media specialist who has studied and worked in the US, Europe and Africa. He currently serves on the boards of the Mail and Guardian (M&G) and Interpress News Service (Africa). He has held senior management positions at the SABC and the M&G, headed the Sol Plaatje Media Leadership Institute at Rhodes University, and served as India country manager of the International Marketing Council of South Africa. Prof Reddy continues to contribute to media studies at the Universities of Pretoria and Stellenbosch.
Adv Collen Weapond is an expert in the control and investigation of fraud and corruption in private and public sector entities. He holds an LlB degree and an MTech (Forensic Investigations) and is currently forensic auditor-in-charge of international operations for a major South African mining corporation. He also serves on risk, audit and regulatory structures of the Department of Human Settlements and the Department of Agriculture, Forestry and Fisheries. He started his working life as a teacher and progressed via a private law practice to performing investigation and compliance functions in municipal, provincial and national government.
Composition and appointment process
The NLB consists of a chairperson and a maximum of six other members, of whom one represents the Minister of Trade Industry, one is legal practitioner and one is a chartered accountant. A maximum of two members of the board may be employees of any sphere of government.
All members of the board are appointed by the Minister of Trade and Industry for a period of up to five years. The Lotteries Act specifies that the Minister must publish a call for nominations. Thereafter, the Parliamentary Portfolio Committee on Trade and Industry considers the nominees in a "transparent and open process" before making a recommendation to the Minister on suitable candidates.
